Open the Capcut app and click on the New Project button.

Import a video in capcut on which you want to add blur.
Now tap on the Effects Option that is showing in the bottom right.

Tap on the Video Effects option.

You’ll see multiple blur options. You need to simply click on Blur.

Hold and Drag this Blur option into the bottom of your video in timelline.

There are some steps to Blure background of a video that are as follows:

Go back to timeline and click on overlay section, then tap to Add Overlay and add same video again.
Align the borders of both videos perfectly.

Tap on Overlay option at the bottom and click on Add Overlay.

Drag the overlaying video and adjust it directly over your primary video. Make sure the first and second videos’ borders line up exactly.
